Now this may seem as silly question, but is it possible to add U23 division as playable in PCM14 like it is in PCM15? And is it possible to add more divisions like Regional in the game?
Some of the u23's system's most important parts are already hardcoded in pcm 15 and therefore can't be edited in the cdb, so I don't really think you'd be able to create an u23 system from scratch in pcm 14.

So this means that it's impossible to create more divisions. Thanks for the information.
Another thing I'd like to ask is if I can use national teams with free agents in national championships? Or I have to create them like any other team (World Tour, Pro-Continental and Continental)? Because during career some championships had less than 10 riders. And for example free agents from South Africa to compete in national championships with their national team.
Good question. Well I have never tested this so I'm not really sure. Think that the only way would be actually creating a team with free agents in the save, and I do agree that the AI is stupid in the national championships with small fields.
Well, let's hope some of the PCM developers will take it under consideration for PCM16 - national teams for national championship purposes. BTW some 2.2 races do use national teams in their team list (I think Tour de Pologne field national team as well) and creating such teams may come in handy. I've asked that, because I've found national class in the team category table along with the U23, but I suppose that is impossible to implement it in the game.
