100% of the optimal you are talking about depends on your pc specs. Could you tell us your hardware characteristics?

Memory (RAM): 4,00 GB
Graphics: NVIDIA GeForce GT 240
Gaming graphics: 2815 MB Total available graphics memory

That's more or less my pc specs Pfft
Sadly you won't be able to run it with the highest gfx settings but i can tell you the best I (and consequentially you) can run it without experiencing lagging and stuttering:
