How to adjust salary budget

I have now reached 2nd season in career mode, great fun.
The transfer window is open for signings and the TDF has finally started. BUT even though i havent signed any big names yet or resigned contacts with more than 3 riders it does not allowe me to give new riders higher wages than 2.500....
It already tell me i'm in minus. My balance are freaking 9.300.000!?

Do You guys know how I adjust this with Lachis?

It is not related to the balance. Your sponsor has a certain budget. Also the game might restrict the increase of salary. And maybe there also the dreaded salary cap.

I know its a bit late but i found the solution:

On the table TEAMS, one of last columns is called value_i_sponsor_future. Any number you enter here will be added to your salary budget for next year.
