With the sponsor deals being sent out to all management companies now the UCI have opened a thread for general discussion of transfers and such. After all sponsors and management companies have confirmed deals, the rules for transfers will be opened and the bidding commence.
This will be the thread for the off and pre-season, from bidding to scheduling.

Be aware this starts when you guys finalise sponsors. So hurry up.
Across The Board
1. Punishments/Major Disputes: We are be all end all. Get over it. Not to say we won't be fair, but yeah. We aren't that evil though so don't be scared 
2. Budget: You have your set budget to start with. Once this is set it can be penalised for breaking other major rules but apart from that it undergoes whatever changes may happen with wages, bidding and trading. Finishing in the red is legal but will result in a decrease in your next budget.
3. Spirit of the game: Pretty simple, stuff which is technically legal but is really against fair play spirit will be judged by whichever one of us is there/unbiased and another impartial judge if needed. If it's against what these judges think to be fair then the reaction will depend on severity and history of the involved players in this game.
4. PMs: Of course PMs are allowed, just please don't discuss anything that you honestly know is something that could be penalised in #3
Silent Auctions
1. Submit to whoever we tell you to a list of riders you would like to bid on plus the maximum amount, in 100s, that you would bid on that rider. Top bid gets the rider straightaway. There will most likely be 2 or 3 rounds for this.
2. Once you have ownership of a rider you'll enter quick negotiations with him. Most riders will not ask for much key races and wage but the higher the ability the tougher it may be. For sake of time this won't take too long.
3. If a team then declines terms with a rider the other managers will be notified in due course for the next round or draft.
4. If two teams tie for a rider then both enter negotiations, if he accepts both then nationality bonus wins out.
U-23 Riders
1. You will receive two U-23 riders from your focus nations. The stats and age are completely random but will be balanced so nobody gets two future beasts.
2. They go straight into your team, no contracting needed. They can't be released or traded.
3. If you don't reach the minimum number of riders you will receive more after the window is shut.
Trades
1. After initial auctions and U-23 draft, trades will open. This is inter-team transfers and involve money and riders signed whatever time, excluding free agents to prevent pre-dealing(sorry guys who might've used it legitimately, just a precaution Wink).
2. Use this form:

* Can be blank so long as the other is full
Free Agents
1. Bidding for those poor souls still left out of teams.

What do we do with the demands sponsors gave us? Are they mandatory or.. ?
PS: Will be gone the entire weekend, I hope that won't be a problem.

Not mandatory but it will increase your relationship with them, which affects budget and stuff. It's not like if you are tasked with getting König, they will go ape-s*** and leave on you. But you may not have what you want next transfer window. I'd say since we aren't evil here we will say as long as you tried really hard they are OK. But they'd be more OK is you win

yeah the minimum wage is 50,000. The first part of the auctions process is for team leaders which is any rider with more than one stat over 78, as well you can bid on any rider that your sponsor wants you to have, such as a Japanese sponsor may ask you to sign Arashiro, so you can bid on him to make your sponsor happy or you can ignore your sponsor and risk the rath.

Just to clear some things up:
The minimum wage for Dev team minimum wage is 25,000
There must be at least 15 riders on dev teams.
5% of the teams riders must be UNDER 23!

And all dev teams must be U-23 as well. Just in case you forgot.
And when sponsors are announced you can send me your bidding lists via PM like this:

And so on. Obviously use the rider in question's real name

perhaps it's better to have all the pieces of information in one post when we can actually send in bidding lists cause this is really confusion so far.
can we send them or wait now and the U-23 Dev teams is news to me

Like what?
You can send them at any point over the next three days and dev teams were news to me as well when Joe mentioned them in my sponsor offers.

Sorry jandal  The dev teams are a way to fill up places in the continental tour. They will race under 23 and some other races.
The dev team sponsor can be your own choice, but the budget was included on your original sponsor sheet, for example
Pony Malta
Budget: 4,000,000
Dev Team: Yes
Dev Budget: 1,750,000
So the budget for the development team is 1,750,000 which is separate to the 4,000,000 team budget.
However some sponsor offers didn't include a dev team so that means you wont have one.
