Not sure if they're listed anywhere, but PCMdaily Exp Packs have very easy instructions.
After downloading you'll have 1 .exe file(and a lot of other big files). You just click the .exe file and follow the steps 
(Make sure to have V1 installed first ofc )

Come on Jesleyh, this wasn't hard to find
Installation
1. Download the file.
2. Open the file with uTorrent or a similar torrent client. The Expansion Pack will start to download.
3. Once done, double click PCMdailyExpansionPack.exe.
4. This will guide you through the process. After the installation, you can pick the Expansion Pack in the Options -> Database tab.

First: make sure to install the V1. Make sure to put it in your main game folder, the one where you've got PCM 14 installed. Do the same with the V2 and you're done. Then select the V2 db in game, you can choose between singlerace (2014 national and world champions, updated transfers as of 1/1/14) and career (2013 national and world champions, updated transfers as of 1/8/14, mostly trainees in right teams) Make sure you've started the game before installing the patches because you may incur in pink squares as the installer requires the documents folder that gets created just after you start up the game

Nope, not yet at least.
Lollo attempted a 2015 DB based on the PCMdaily V2 Expansion pack though, it might be worth taking a look at. You can find it here.
