Local.cdb upload request

Can anyone upload me local.cdb file for PCM 2013 wih race stat coefficient for extreme modified to 1,035?
I'm able to open my local.cdb file with Fast Editor, but unable to save the changes with it. |

I've tried editing and saving various local.cdb files (made some backup copies myself, when edited for the last time). The problem is that editors I use either do not want to open them or o not want to save changes.
Here's my current file from Users\Maciej\Documents\Pro Cycling Manager 2013

Fast Editor doesn't open local.cdb files.
If I remember correctly, Lachi's does properly. |

Lachi doesn't open the file. Fast Editor is the only one I've been able to open the file with. |

As far as I know, both of my editors open and save local.cdb files. |

Well I had the problem with .NET framework application object error on this file previously:

And previously everything went smoothly with Fast Editor. Now it does not save changes. I'm starting to believe the file may be corrupted in some way. Can you open the file I've uploaded with your editor? |
