Sounds like a graphic issue. Start the game, and once you get to the option screen, click the "?" mark on the top right. Click the tabs till you see the one for graphics and screen size. If it has things checked like showing shadows in water turn that off. Try to set it so alot of the extras (shadows and such) are turned off.
Then exit, and restart. If it goes faster, it was your graphics settings. Without you computer specs I cant be sure that will fix it. But, from how you explainded it...thats my 1st guess. Try that, and see if it works. If not, post you computer specs and we can help more prob.
To find that infor goto control panel-my computer(think thats the spot we need) and click on graphics. Write down what it says,then write down what it says your computer has for its general specs (storage, and such) if you need to Ill post a screen shot of mine and tell you how to get to it.
BUt the wierd thing is , it worked fine before , it went really fast and such , but the 3D race works fine but it goes also slower , and i can run pcm at max without recording , when recording jut shadows off . i think i have to update something or so , because when i updated .NET framework it went fast again , i have everything up to date .
I tried everything but it doesnt work , so it isnt a graphical issue

Could be the .NET you updated. Not that that should cause an issue...but maybe.
Seeing it isnt graphics, run a virus scan. And download CCleaner, it could just be a communication issue and CCleaner will find it, and when it shows in the scan results the issues your computer has. Click Fix All, that may do it.
Also alot of things now have toolbars in them when you download. In your start bar type in Tool bars, see if any you dont want show up. If none do, goto program manager and see if anything you have in add and remove programs is not something you put on the computer.
I had a program called "Sweet Packs", no idea what it was.I got it to go away, but took downloading Malwarebytes to do it. This program finds all hidden junk and gives you the option to remove it. Very handy, all the stuff I listed is free. And can be deleted if it dosent work (or after you use it).

It sounds like he has malware on his computer. Most times it wont do anything and you wont know it is there. But sometimes it gets into graphics and/or video components and would cause some small issues.
I had 1 I had to delete last week. It didnt do anything to the game, but multiple times during a race a pop up would appear in the lower right of the screen. The riders stayed doing what they had been before it appeared, but my audio in the game vanished until I closed it. And if you where trying to look to the lower right to say attack or counter one...you couldnt click that area. Took a bit or looking in my files, however found it and removed it. Now everything is perfect again.
how did you find it ? with an antivirus or ccleaner ?
