Please make sure you have read and understand these rules before participation in the transfers.
Note that this season there will be a subforum purely for free agents bidding, and another subforum for all other types of transfers.
Types of Transfers
Free Agents
With Free Agents, you are bidding on the wage you wish to pay the rider. It will therefore all come out of your salary cap.
1. To make a bid for a rider, you must first use the forum search function to find if a bid has already been made on him. Make sure you include the accents on the letters
2. If a bid hasn't been made, then you should open a new thread. The thread title must be correctly named with "[Free Agent]" followed by the name of the rider you wish to make a bid on, including the accents on letters.
3. When making a free agent bid, state your team name and the wage you wish to offer the rider
4. To make a counter-bid on a free agent you must reply in the same thread, with your team name and your bid - see bid increases below
5. The winner of the free agent will be the highest bid after a 48 hour period with no bids
6. You must not have more than 20 active bids of free agents at any one time.
7. You should not be bidding on a rider if you dont want them. If you are leading the bidding on a rider and change your mind and dont want him, you are not allowed to try to convince someone else to outbid you. This includes making posts suggesting that you have made your last bid on the rider.
8. A common cause for an invalid bid is forgetting to include your team name. If you have the winning bid on a rider for 48 hours, but the bid is actually invalid because you did not include your team name, then the transfer will be sealed - but will go to whoever had the 2nd best bid. So always check that your bid is valid!!
Transfers between Teams
You may want to post a topic to say that you want to sell, or receive offers for, a rider - or you may have agreed a deal with another team, whether it be Rider(s) for Money, Rider(s) for Rider(s), or whatever.
1. You can only open a thread for a transfer if you own the rider. If you want to buy a rider from another team, contact them via the transfers discussions sub-forum, or via PM (preferred)
2. Thread title must contain "[Transfer]" followed by the name of the rider(s) involved in the transfer, or just the rider who you want to
3. Any person can then come in with bids for transfers on that rider.
4. When both people are happy with a transfer, they must both write to confirm the transfer. Both must state in their confirmation post:
Person A's team, riders joining team A, money going to team A
Person B's team, riders joining team B, money going to team B
5. To prove that you have read these rules, you should send a personal message to me after reading and tell me that you have read them. Include the three letter abbreviation of your team in this message.
6. The thread will then be open for 24 hours, and anybody can then come along and make a bid of their own. A deal can only be cancelled if a better offer has been made, which the owner of the rider wishes to accept instead.
This means that if you agree a deal, you cannot withdraw from that deal.
7. Once 24 hours from the deal being confirmed by both sides passes, the deal is made permanent.
8. Riders transferred will receive no wage increase - the team the rider is transferred to will now pay the wage of the rider
9. A rider can only be involved in a maximum of 2 transfers. This includes Loans and Free Agent buys. And once a rider leaves a team, he cannot return to the team. This also includes with loans.
Loans
1. Loans can only last for a year
2. The two teams can decide who pays the salary, and which team takes money off of its salary cap - it is possible for both teams to pay a partial amount of the rider's salary.
3. Thread title must contain "[Loan]" followed by the name of the rider(s) involved
4. You can only open a thread for a loan if you own the rider. If you want to loan a rider from another team, contact them via the transfers discussion sub-forum, or via PM (preferred)
5. A rider can only be loaned once. A rider cannot be loaned out by a team if they already have him on loan.
6. You are allowed to put certain clause on loans. e.g. Rider must ride at least 50 race days, must gain an XP level, must ride a GT etc etc. The team that you are loaning the rider to must then follow the these terms.
7. With riders who are maximised, no transfer fee is required irregardless of who is paying the page.
With riders who are not maximised, a minimum transfer fee will be required. This minimum transfer fee is equal to the amount of wages that you are not paying in the loan.
8. Don't forget the new loan cap: https://pcmdaily.com/forum/viewthread....d_id=26119
9. Loans are sealed 24 hours after being confirmed
Sackings
If you have a rider who you do not want, and are unable to sell, you are able to sack them. There is a fine however, and this is the value of the rider's wage. So if a rider has a wage of 60,000, the fine you pay to sack him will be 60,000. The thread title must start with "[Sack]" Followed by the name of the rider.
The rider then becomes a free agent. and other teams can bid on the rider - but you cannot.
Please note: You can not sack any riders in the final 48 hours of the transfer period.
Stagiares
1. For the last 5 days of the 2 week transfer period it will be possible to buy up to 4 Stagiares for your team.
2. They must be riders born in 1990 or later, and have a minimum wage of just 10,000. A stagiare has 15 race days, regardless of average, and will be able to be selected in teams from August onwards.
3. In terms of bidding process for Stagiares, there can be multiple bids, with the minimum increase of 5,000 - but once the price reaches 50,000 he becomes a full transfer and not a stagiare.
4. They will count as half a rider in terms of the minimum rider count - but you still can't have more than 30 combined riders/stagiares.
Other Important Rules
Bidding Patterns
Each time you bid either for a free agent or in a transfer, you must increase the last offer by the following amount as a minimum:
€50,000 - €100,000
€5,000 increase
€100,000 - €300,000
€10,000 increase
€300,000 - €1,000,000
€20,000 increase
€1,000,000 +
€50,000 increase
As an example, if the previous bid is 99,000, the minimum increase bid is 104,000. But if the previous bid is 100,000, then the mibimum increase bid is 110,000.
General Rules
1. You must end the transfer season without exceeding your salary cap (3.5 million for ProTour teams, 2.5 million for ProContinental teams, 1.2 million for Continental teams). If you are over, you will lose at least 1 of your best riders. The same applies to the overall budget.
2. Always keep your Transfer file up to date to make sure you are keeping track of your transfer dealings
3. Bids cannot be withdrawn. If you bid on a rider and later regret it, then tough. For this reason, you are unable to edit posts or topics in the Transfers forum.
4. No comments are allowed in the Transfer sub-forum. Negotiations are allowed. Use the Transfer discussion sub-forum to discuss any part of the transfers.
5. ProTour and ProContinental Teams must finish the transfers with a minimum of 20 riders and a maximum of 30 riders. For Continental teams this is a minimum of 15 and a maximum of 20. Riders loaned to another team do not count against this, while Stagiares only count as half a rider
6. When sending me a personal message to say you have read the rules, you should include your team name in the message.
7. Managers with 2 teams are allowed to trade between their teams - but only if there is no suspicion of the deal being biased, and only if no other teams offers higher - but they cannot loan riders
8. Tell us before you go away for a period greater than 48 hours. You can then re-open closed threads you are interested in when you return
9. Do not tell us if a 24 or 48 hour period has been completed. We will close and confirm transfers after they have been completed as soon as possible. By commenting on it, it will take another 24 or 48 hours before we confirm it.
10. Suspicious activity or foul play is not allowed. You can and will be punished if you do such a thing. We reserve the right to disqualify bids from a manager on a certain rider, to prevent deliberately antagonising bids.
11. You are not allowed to suggest that another manager should bid on, or look at, a certain rider in the first week of transfers. In the 2nd week of transfers, you can point out a rider only if they have not received any bids. In particular, you should not be sending PMs to other managers to try to get them to bid on riders that some of your rival teams are bidding on, in order to deliberately increase the price.
12. We also reserve the right to add new rules inside the transfers, if somebody is found manipulating the system doing something that 'technically' is allowed, due to not being in the rules initially.
13. Punishment for trying to get around the rules, cheating, being dishonest - be it try to advantage your team or disadvantage someone else - will be severe, and is likely to lead to your removal from this game.
