As far as I remember, you cant open psd files with Paint net... Youll need photoshop or gimp for that...
But you can create yourself a template more or less easily:
1. Create a new image in Paint net with the specifications 455X313 Pixel
2. Download a plis file and open it in paint net and add it as a new layer and set it to be transparent but dont merge it down!
3. Mark all the areas of your basic layer which are not covered by the plis and give them another colour.
4. Erase the plis layer!
5. Save the file youve just created somewhere on your computer together with the plis in a folder. and Finished
(But to be rather honest with you, Id recommend using Gimp, as it has many d´functions of photoshop and with the tutorial iwrote, id like to think its rather easy to use. I got the same feedback from Pellizotti by the way. Plus, I dont have a real clue how to help anybody when it comes to paint.net and should you have any queries with the tutorial in the thread Manx suggested, Ill be glad to help you out as quick as i can! Plus, with gimp, you just download the file provided and open it!)

Do you mean where on your computer you have to save the psd file in order to open it in gimp or what do you mean?

I dont know where you want to save it...
I would recommend that you download the file and then put it a folder (you can call it whatever you want. Maybe PCM Graphics or so) so that you have all your Shirts in one place and not squaddering around your Hard drive.
Just remember the file directory of the folder you have created, open gimp and select File>Open and then click yourself through to your file directory in which the psd file is...
I hope that resolves the problem now...

Can you upload a screenshot of that problem? I really can do a diagnosis without seeing the problem since i never had issues with it...

Go as far as where the problem occurs to you and then simply hit Print (S-ABF?) on your keyboard. I have a german keybord so it might not say that second bit on yours. Then open Paint (installed on your computer so that will function perfectly) and press ctrl+v and the picture is inserted into paint. Save it and upload it with a site like photobucket, cause the attachment thingy in this forum has failed me more than twice...

You are not using gimp!
Download Gimp, install it and start gimp! Then click on file and open and then select the psd file in what ever directory you have it.
The screenshot you showed me is of Quick time picture viewer, which wont help you a single bit!
I can see that it is not gimp due to the fact that the image on the left is tagged with a quicktime icon and the open window in Gimp looks a wghole lot different. plus, the gimp i con is not displayed in the corner of the window...
