I personally think that the hardest one is the Angliru from the Vuelta. Its ridiculous how steep that climb is. The one who said it best was Dan Martin from Garmin "angliru is stupid"

The Zoncolan and Grossglokner in the Giro this year looked pretty difficult.

Páramo de Letras, although I'm not sure if it's been used as a MTF. Otherwise Zoncolan (Ovaro).

1 Angliru
2 Zoncolan (but very close behind the Angliru!)
3 Kitzbühler Horn (Austria Tour, gradients also around 10% average)

I can't really decide between Angliru and Zoncolan, both are brutal.
Allthough none of them compare to the climb I have to go through to get home after a night on the town. |

I didn't know that Páramo the letras but it's a 80 km long
Thanks to Altimetrias de Colombia (https://altimetriascolombia.blogspot.com/):
Apart from the Angliu and the Zoncolan, there is the Grosse Oscheniksee or, if you want to see something ridiculous you can taka look at the Iondogorta.

L'Alpe d'Huez is not THAT hard (it's not easy either, don't get me wrong).
It's mostly the very first slopes that are lethal, you hit the bottom at 50 km/h and find yourself climbing at 10 km/h or something. Then it gets more normal (8-9 % slopes). |

Wow! Take a look at that:
Mt. Washington, New Hampshire, USA.

Keep in mind, it's not just the sheer gradient that determines how hard a climb is. Look at Mt. Ventoux; it can be a nightmare do to the wind. With not even the smallest of bushes to protect you. |

Might not be the hardest, but Mortirolo has some difficult slopes along the climb, around 14%, 15%. |

I thought Alpe d'Huez was fairly easy when I did it this summer. The first part of it was tough, but after the slopes got easier you could get into a nice rythm for the rest of the climb. Even on a close to maximum effort it wasn't as bad as some other climbs that I have done.
Uneven climbs that keeps you from riding a constant pace are much worse! |

It's not used in races, but I'd say the Scanuppia.

Zoncolan :
Length: 10.1km
Ave Gradient: 11.9%
Max Gradient: 22%
Angliru:
Length: 12.5km
Ave Gradient: 10.13%
Max Gradient: 23.6%
Zoncolan is the hardest one. |

I think Alpe d'Huez is more famous for its mythical turns rather than its slopes

Zoncolan is the hardest one.
Because...?
I would say that based on those figures Angliru is harder, even though Zoncolan has a somewhat higher average gradient.
