problem with the amount of scouted riders

Dear forummembers,

I'm having a slight problem with my game, with the scouting to be exact

The year is 2015, ive build an all out belgian from scratch with mostly young riders. with the ultimate goal to win a gt with a belgian. The first three years of scouting went fine. Got some good belgian riders for hilly/Cobbled/stage races.

but since 2014 more and more luxembourger are popping up in flanders. to this point where i have 7 u23 belgian riders and some 12 luxembourgers. and the amount of belgian riders aren't increasing anymore. yet i have a legendary scout in the region at all time

so i'm wondering how i can fix this problem and it would be even better if i could increase the number of u23 belgian riders for extra realism. So far ive attempted to edit "Sta_newrider_area" where i changed the minimum and maximum riders. but so far no luck.

the game uses a file called regen.xml for the generation of young riders. You can edit it with a normal text editor, but it is not that easy and you might do more damage then good, so better make a backup before you edit it.

But I do not know if you can fix your luxembourg problem in there.

ive fixed the luxembourg bug now but i can't seem to find the regen.xml

regen.xml is only for PCM 11.
