It's a known problem, and it's indeed related to Microsoft Visual C++ 2005 Redistributable Package.
PCM uses Microsoft Visual C++ 2005 Redistributable KB2467175.
Here's the standard procedure for you to get the needed file :
Please install Microsoft Visual C++ 2005 Service Pack 1 Redistributable Package ATL Security Update:
1. Click

2. Download VCREDIST_X64.EXE application file on the hard disk.
3. Once the download done, right mouse click VCREDIST_X64.EXE application file and click Run as administrator.
4. Install Microsoft Visual C++ 2005 SP1 Redistributable (x64).
5. Download VCREDIST_X86.EXE application file on the hard disk.
6. Once the download done, right mouse click VCREDIST_X86.EXE application file and click Run as administrator.
7. Install Microsoft Visual C++ 2005 SP1 Redistributable (x86).
8. Install Microsoft Visual C++ 2005 Redistributable KB2467175 provided with PCM11.
9. If you have the DVD version of the game, please open the game disc content then the Visual Studio Redistributable folder.
10. If you do not have the DVD version of the game, you can download Microsoft Visual C++ 2005 Redistributable KB2467175 from this link:

11. Right mouse click VCREDIST_X86.EXE application file and click Run as administrator.
12. Install Microsoft Visual C++ 2005 Redistributable KB2467175.
13. Restart the computer.
14. Run PCM11.
