Looking at the many countries that can't field 8 riders, I will allow 9 rider teams if possible for those who are already looking at their squad.
PS: Only current WT/PCT riders available, don't go looking in the CT for riders.

You can do that if you want. Venezuala is not on the list though, they didn't score enough points for participation. Unless they turn it around before the end of the season.
