My laptop is only $700 and it can run PCM12 with medium settings (i mean 60fps), max settings (10fps )
But I shouldn't be complaining.

Seeing your edit, maybe I should make myself clear. "desktop replacement" refers to a category of laptops, (e.g. gaming, budget, etc.)

Bigger monitors, more room for higher level parts, more power, faster, more expansion.
And what I meant is that there is a difference between quality and basically a trend.

Sorry, I know you all don't care, or most of you, but from the developer's blog, about TDF 2013:
When developing a video game, we develop a world with proper rules. More or less abstract, those rules allow the player to play and interact with this virtual world. As part of a sport simulation, we must apply the existing rules to get close to the reality. Rules that govern cycling are not numerous and not very complicated. We can even sum up this sport to one rule: the first who reach the end of the course is the winner.
Nonetheless, this sport is quite difficult to understand because there is a lot of fine details that can be discovered only if you play this sport or if you take close interest in it. All these fine details come from the amount of parameters to take into account during the race to adopt and adapt your strategy.
For example, rules of collaboration in a breakaway depend on its composition, the profile, time gaps, remaining kilometers, different standings, levels of energy, etc… . In a nutshell, depending on these factors, a “right” action during a stage can be a “wrong” one in next stage. If one day you have to take relays, the next day, it might not be a good behavior.
So, what can we do to make the understanding of a TdF novice easier? We follow 4 main lines:
-a reworking of the menus and the tutorial to give more advice
-a new challenging objectives system to guide players to feasible objectives depending on their skills
-more information during the race to help making decisions
-a local multiplayer mode to facilitate exchanges between novices and experts
In this post, I will detail the first point. Others will have specific entries.
Completely reworking the menus allowed us to highlight important information to help novices to make their choices. Before, identity of leaders, favorites of a stages or importance of a stage were not correctly pointed out. So, it was necessary to have a minimum cycling knowledge to analyse squads and stages. Now, a beginner gets important information that should have been deduced from cycling knowledge.
New Team and Stage screens:
We also moved some options. For example, team composition screen has not to be seen by default. Indeed, suggesting to modify the squad can be confusing if you don’t know very well cycling. Making this screen optionnal did not prevent us to improve the way you can compose your team.

In the same way, tutorial gives a lot more information than before. There is not only the controls but also advice on the way to react in some race situations or on the way to manage your effort during a stage.
