I don't think Garmin is an attractive option for him. They already have Martin, Hesjedal and Talansky for all kind of races that suit Costa. He would be just one of many there. He could get free role in some races, but not anything better than in a few other teams which perhaps can afford to pay him more.
Becca has offered Fränk a contract for the remainder of this season aswell
I wonder why he did offer Frank a contract for this season, change of heart? Even if Frank accepted, he won't do much at the Vuelta. I except a good ride from Horner though.

Voeckler basically confirmed that he is staying at Europcar on his Facebook page, saying tthat with their new sponsorship they can afford to go to the Tour again next year - that is not what someone leaving would say. Plus it is well known that he would never leave Bernaudeau as long as Bernaudeau was running a team.
Fränk Schleck says the offer Becca made him for the remainder of this season is 'not fair'. He is exploring other options but would still be open for a new proposal from Radioshack for this year.
And no surprise but Frändy will earn much less next year than the 3,8 mill they earn now. Could be a motivator for Andy.
