Scouting
This is how Scouting works:
You sign scouts and send them to different regions. After each round you get a scouting update from them including data about talents they found there. After that you can change the instructions for the scouts, depending on if you want to send him somewhere else or it is possible to focus on specific talents they found. Meaning that the report on them will be much more accurate than before.
In total there will be 10 rounds (= # of racing months). From round 8 on you are allowed to sign precontracts with riders you have found for the upcoming season.
After the 10th round closes there will be the U21 WWorld Championships with the regens and I'll share a table with all talents still available (not with their exact stats). A draft will conclude the Scouting. Teams will be ordered in the order of the turned around rankings. Also newly signing up teams will get a chance to take part in the draft, that way they are involved in the game earlier.
Besides on Scouts, budget can also be spent on Scouting packages that will be auctioned. These also include information on talents.
The possibility to pay wages out of the Scouting budget will be removed.
Scouts
Before we can get started, you'll have to sign scouts. Please download this file for creating you Scouts: https://www.mediafire.com/file/obgu5pf....xlsx/file
Start by entering your team ID in the respective cell. As always you'll find it in the "Teams" tab. Your budget and IDs for your scouts will appear. Fill in as many scouts as you'd like to sign. You can freely choose Name and nationality, they won't have any influence. The interesting cells are Quantity (= how many riders a Scout finds) and Quality (= How good the reports on them are). Both can take values from 1 to 3. The cost of a scout is their added values * 20. So the cheapest scout costs 40 the most expensive 120.
When done send me the entire table including the scouts please. I'll then set up a personalized spreadsheet in which you will do your scouting and send you the link.
Due to the Scouting Packages that are sold independent from your Scouts work, it is not recommended to use up all your money for scouts. In a scouting package you get to see the full stats and potential of 5 riders. There will be sold different types of packs with different probabilities. Buying packs with money is a lot more of a gamble than investing in Scouts.
Scouting Regions
Another thing that can already be done is determining Scouting regions. Of course you can send a Scout to a single country, but some teams have focus on regions that include several countries. This is the same file as last season, as you can see some had their fun in there.
I have added an example of the "Baltic States" at the bottom. If you want to have a scouting region added, please just expand the list. Enter a name for the region and the 3 letter codes of all countries(max 10) you want to include next to it.
If the region makes sense I'll approve it. There is some stuff to consider: The countries you add do have to have a connection. You can't for example add a region including Peru and Taiwan.
You can't make a region too big, by including many bigger (cycling) countries in a region. For example combining Netherlands and Belgium into a scouting region is not allowed, as that would be a too big talent pool. Italy and San Marino or Spain and Andorra would be accepted on the other hand.
Some countries have many added regions in PCM already, so it is also possible to focus on some of them if you like. Look into the tab "Regions" to see what is part of the game. Great Britain has some regions added newly. Thanks to Ripley for the help with that. You can include any of these regions into your created Scouting Regions. For example if your focus would be Basque you could combine Spanish and French regions into a Scouting zone. For that just copy the name of the regions exactly like it is in the file into the line of your scouting region.
If you want to send several Scouts to the same country it might be a good idea to split up that countrys regions into several so the scouts don't cross each others path

Cool, I really need a new dev team. Can you double-check my budget, please? It's been a long time but I thought I had little or no money left at this point, 290 seems like a lot. In case I can really afford two scouts but only want to scout the UK, is there a downside to letting them both scout the same region or should I create two regions, for example, England/the rest of the UK?

@Abhishek: Well, this should really only take a minute or two. You seem to have the minimum amount left for scouting (100), so your only decision is whether to hire two bad scouts or one good one.

The correct budgets are now in the file (same link). The update only concerns Aviva, Liberty Seguros and TVM

Where do I find the price ranges for packages? It says I should reserve money but not sure how much. McRettin not a big believer in youth so it is a pretty small budget we are allocating.

They are midly interesting, especially the package for 80 which guarantees a pot 6 rider and you see his full stats (though like in PCM he may only have AVG 63 for now). But getting a scout and his reports is fun - you get a spreadsheet with his impressions (and eventually the full stats) and he should find a rider or two (or more?) with pot 6, maybe even pot 7. Sadly, others can find the same riders and then outbid you. In any case we then have a draft, which gives you another chance to sign talents.
You don't have to lose any sleep over it, though. It's no problem if you don't sign any talents, I didn't last season, you can spend your wage budget on "real" riders next season.

Scouting Sheets
In the Scouting Sheet you do the actual Scouting. You get an individual sheet with your Scouts added.
The first thing you want to do is to send each Scout in a Scouting Region. You can check the list of approved regions in this sheet: https://docs.google.com/spreadsheets/...sp=sharing
Put the ID of the region you want to send a scout to next to him in the corresponding cell in the "Scouts" tab.
If you want to add another region that's not in the approved file, you can do that in this file: https://docs.google.com/spreadsheets/...sp=sharing

Always message me after you have given your Scout instructions for the next round. I'll then enter the Scouting Reports. Check the last paragraph of this post to see how to make a scout focus on a specific rider.
Scouting Reports
I'm going to start reponding with scouting reports to those that have sent their scout already some place. The reports are not difficult to understand but here are some information to understand all the columns:
Nationality: Not only the nationality but also the region if a country is divided by regions.
Speciality: Main speciality of a talent, possible entries are one of these 7: Stage Racer, Climber, Timetrialist, Sprinter, Puncheur, Flandrien, Fighter
Pot: Before finally knowing the exact potential your scout will collect his impressions on a riders potential. If an impression is good a "+" will be added if it is bad you'll see a "-". The higher the potential the higher the chance for a "+".
AVG: current averge of a rider, the more investigated he gets the more accurate it gets.
Source: Scout that found this rider.
Month: Round a rider was found
Changed: Marked if in the last update the accuracy of a report was increased.
Pot6/7: Probability, depending on your reports in the Pot column, a rider is potential 6 or 7.
Signed: Shows whether another team has signed the rider already
The "#" and "Notes" column was not included in the initial file sent to you, but will be added when you receive your first report.
I will message you after I have added reports to your scouting sheets. As until round 8 no riders can be signed you can continue with your scouting until that point already. Just update your scouts tab for the next round and send me another message. Either leave a scout in a region or change it. If you do the first, the reports of riders he has found in previous rounds in that regions gain accuracy.
From round 2 on you can make a scout focus on up to 3 specific riders he has found. Just enter the rider IDs in the respective cells. The Id of a rider can be found in the "ID" column not the "#" column. By doing that the quality of the scouting report on these riders increase quickly. If you decide to make a scout focus on less than 3 riders, the reports on the 2 or 1 riders you let him investigate, get even better.
If you still want to sign scout you can still do that. I'm gonna start sending sheets out now! |

It's always empty in the beginning.
You need to add the region ID of where you want to send a scout next to him and then send me a message. |
