As said, 79 HI is good, and lots of budget left for you. For example Boonen is still free, and possibly more if people get in budget trouble.

Erm, nooby question: But do we have the option to say "no" to a rider after we made a successful bid in this transfer round? I still have to do some transfers but don't wanna go over budget of course and neither want to get into a bidding war or at least try to prevent it. For example, I bid on 20 sub-par domestiques and get 10 of them but only have money for 6 of them.

I don't think you have the option. Also, don't forget that you may only bid 20%(iirc) more than your budget.
