Just seen this and that is far from true.
Dortmund has made quality signings. Firstly, their season this year was destroyed with injuries to key players, Hummels, Subotic, Piszczek, Blaszczykowski, Gundogan etc. It's actually crazy how many of players they had out last year and still did a great end to the season.
Lewandowski is hard to replace, but Ramos and Immobile are excellent signings. Ramos already did very well in Germann league, while Immobile was the top striker in the Italian league. Sahin provides more depth in cases of injuries. And so does Ginter who is a great signing, preety sure he will be a long term replacement of Hummels.
Hummels and Reus are likely to stay this year too, which is a big plus.
With decent addittions, more depth ( last year Dortmund at one point had one fit CB ) and keeping star players I think they will be far better. It's a tough task to challenge Bayern in the league, but possible with their squad.

Overall i agree about Dortmund, will be interesting to see if Gundogan ever comes back to his real self again... Saw some pictures floating around a month ago or so, he looked reeeally out of shape. It's a shame if an injury destroys such a good players career so early :/
Barca bought the 30 year old defender Mathieu for 17 Mill £ they got to be pretty desperate. And Bayern already signed Juan Bernat from Valencia will be interesting to where Alaba and Bernat play this season, Alaba played midfield in a friendly yesterday...
And finally BVB gotten a better backup striker than Schieber!
Roma bought Astori from Cagliari, looks like they going to sell Benatia now...

The 20 million euro payed for Robocop might seem a bit steep, but Mathieu is an absolute monster. Perhaps the best La Liga central defender outside of Madrid, and also a model professional and is very versatile. You can also add that he had a magical partnership with Jessica in Valencia.
The fact that he almost forced his way out, and is still loved in Valencia unlike local players like Bernat and Soldado should say something.
I guess Zubizarreta, like Baldini last year can testify one thing. Don't try to negotiate with Salvo. It will make you look like an idiot.
Don't think Benatia will go. Can't really see where he should go with Mathieu in Barca and Mangala apparently in City, and Roma really need three top class central defenders. As i already mentioned. Romagnoli is not good enough for a backup.
One of most underrated football players at the moment. Barca had some interest in him, but went with Rakitic instead. Pretty sure that was a wrong move.
Koeman was really good at Feyenoord, btw. Club really was in difficulties(mainly financial) and Koeman made it a really good team. And, very important for Feyenoord, he really made the young talents better(look at how many Feyenoord players appeared in the WC team that got 3rd ).
Think he can do well at Southampton, though spending bags of cash never was one of his specialities, I think.

Well, i remember him most as the guy who almost managed to relegate a team with Villa, Silva, Mata, Vicente, Joaquin, Albiol, Baraja, Albelda and more. And that after the team was only three points behind second place after 10 matches when Dr. House was fired.
Plus he managed to freeze out some of the biggest legends in the newer history of the club.
To quote David Albelda: "Today I hear people talking about Koeman. I wish he would coach Barça one day; that way the league would be fairer." And according to rumours, the players decided to set up their own tactic for the cup final, because Koemans did not make sense for the team.
The Dutch Football Association (KNVB) is trying to get permission to experiment with a videoref. The idea is that coaches can use a challenger for the videoref once per half. If the KNVB gets permission it will be used in the -21 league, and if it proves to be a success it will be used after the semis of the Dutch cup.
He isn't really a top-class player and isn't really amazing player, but he knows to shine from time to time. Definitely not a player for top team(s). Why are you asking, btw?

Middlesbrough are apparently signing him for 700k, so was curious if he was any good. The things I read on a forum weren't promising
