How about we take in the 5 monuments as stages, add some flats, add a time trial and add some mountains?
If not, a Tour of Belgium gets my vote.

i was thinking: take some stages from WT small tours, (Eneco Tour, Supervolta a Portugal, Tour Down Under, etc, etc)
