As we start as a CT team a leader with max 71 average would be nice, I would even like 70 more to make promotion a tough thing to achieve.
Furthermore I wouldn´t want to take leaders from other CT-teams, so basically look at weaker riders from WT/PCT Teams or FAs. Which database do you use, so we can see the exact stats of riders?
By the way in my opinion Germany has a much bigger influence on a Polish/Czech Team than f.e. Russia, so I would include them as target region...
I would back up Lukasz Wisniowski as a leader. He has so much options to win a race especially in the .2 calender. Reduced bunch sprints, late finesseur attacks, long range attacks; imagine the possibilities. Plus he is a really overlooked talent for me, so much developing space. If you want a stronger one than Petr Vakoc or Michael Kolar would be my choice, both pretty young and not fully proven on WT-level, so why not going down two divisions to extend the palmares. I know Vakoc had strong results lately, but if you use the latest PCM.daily DB they aren´t included enough
Additionally Karel Hnik and Dusan Rajovac would be nice; Hnik is one of the less Czech talents in PCM and a great rider for many sorts of terrain while Rajovac is arguably a crucial balkan talent to develope.

If we are looking at Germany as a minor target region, I would like to suggest the following riders:
1)Jasha Sutterlin
2)Alexander Krieger
3)Silvio Herklotz
4)Johannes Fröhlinger
5)Jonas Koch
I think Sutterlin would be a good addition given that he's fourth choice time trialist at Movistar, in a Spanish dominated team. Silvio Herklotz should come good in the future as his progression in the game shows. Krieger is also one to watch out for in the coming years. (As you can see, I want to sneak a German rider into the team somehow )
