I think Horner has proved last year that one who is freshest and in form can win. And in 2012 with Contador same thing happened.
According to that and startlist, most riders have done or started atleast one GT. Froome and Quintana are outright favourites.
I would not say Froome has not done much racing because he has done and raced 1st week of TdF too and then to train again. You are never same again as he himself found out in 2012. Fatigue will catch up to him in last week.
Quintana will be strong again. He was not tested in Giro and has steady build up without unnecessary racing in June July. His problem is 3 TT. But thankfully for his 1st is team TT and 2nd one has hill and desent in it, so he is worried only about short last TT.

Betancur has good chance if he starts. He won Paris Nice this year and has not done much racing but if that infection is treated he should be good. But I have heard he is slightly above weight he is supposed to be for GT.
Currently he is on provisional list of AG2R. Hopefully he starts |

And what about Purito he cant seem to catch a break. He was in superb form at beginning of year. Won Volta Catalunya, and then crashed in Amstel GR.
Then recovered and got upto form in Giro and crashed again. And doesn't seem to have recovered well from Giro crash. Even in last week of TdF he was not where we expect him to be.
Normally looking at trend last year we would expect Purito to drop Valverde at last weeks Clasica San Sebastián. But he was not upto mark again. Looks like Giro crash might have taken something out of him as it was particularly horrible one. And he is not getting young either. |

As preparation for the Tour, its pretty much consensus you ride either Tour de Suisse or Dauphine as a GC-contender. There are of course exceptions, Valverde riding Tour du Sud this year and Quintana who prepared in Columbia last year. For the Vuelta however, there are a few more opportunities. I tried to list the GC-contenders and the races they have chosen as preparation:
Tour of Poland: Aru, Hesjedal, Gesink Sanchez, Arredondo and Barguil.
Ruta a Burgos: Quintana, Moreno, Arroyo, Betancur and Pozzovivo (doesnt attend due to injury)
Tour of Utah: Horner, Kelderman and Evans
Circuit de l'Ain: Dan Martin and Uran
None or 1 day races: Rodriguez, Chavez, Navarro, Valverde, VDB, Froome, Nieve, Pinot, Talansky, Zubeldia and Adam Yates

Gesink was 8th in Poland infront of everybody that you mentioned (Aru 64th, Hesjedal 17th, Sánchez 12th, Arredondo 76th, Barquil 14th) and seeing his history (4th in the Tour), I don't see why he isn't listed unless you don't count outsiders but why are Arredondo, Evans, Betancur, Nieve and Yates mentioned?

I guess I didnt really think that he would stand a chance for getting a top-10 which pretty much was the criterium. I dont feel you can use the Poland-argument as its strictly is a preparation race without big mountains, but ill include him for sure |

English translation available too (edited my twitter post). If he wants to go only for stage wins in Third Week, than that's great. Maybe he wants to target WC & Lombardia too?
Anyhoo, he said a couple of weeks ago that there was no way he'd be riding Vuelta and now he does; so I think it's still possible that he ends up going for GC win. Hoping he's just modest.
