Yep, I think he was racing at the National level until his 30's. He then started getting a few more results after moving to Europe, with Saunier Duval no less and suddenly became a strong GC rider that year, after being more of a puncheur for most of his career. And now on top of all of that, he expects he can win a Grand Tour at the ripe age of 41...
2011 would have been an amazing year for him, but I actually think he's finally starting to decline.

Popovych is the basic EPO-result. A big engine who can't climb. Give him EPO and he becomes a GT contender.
To say he is the worst doper, nah. This guy gets that honour. Nothing will ever top a guy coming out of nowhere to put 15 secs/km on Heras during the last Vuelta week

Santiago Perez in the last week of the '04 Vuelta. He took back about 7-8 minutes by winning MTF's, A MTT and a flat TT. In the end he came 30 seconds short to win it, only because he waited way too long to attack on the final climb
He did that going head-to-head with Fuentes' prime clients

This. And a finish atop a climb as hard as the Zoncolan means that tactics are pretty much irrelevant, so using it as a pass before is a waste. It'd be much better to have a downhill finish, or a MTF on a softer climb, a bit like the Mortirolo-Aprica formula they like so much (and so do I).
