Nope. The rider turned pro with US Postal later and Löfkvist was only 6 years old back then.

I was wrong when i said he turned pro with US Postal, it only was the first team mentioned by CQ Ranking. 
Better hint that should make it possible to guess his name: he was the most useless teammate in a race that a certain guy won for the first time and "lost" it recently.
Edit: No correct guess so far.
