Well then you will loose quality. But theres two different ways:
The first way, you'll get very blurry jerseys. Simply increase the size.
The second way, you actually won't loose quality, since you'll have the quality of the original jersey (so it'll look like PCM12)
Zoom into 200%. Take i screenshot. New picture. CTRL+V copy only the jersey part. And put it in a new picture of the PMC13 size, and save.
