1) He's not approved
2) You already have 2 riders and can only sign a third when you're officialy relegated
Changed my sig, this was getting absurd.

Well he's on a pre-contract pending our relegation then (which is mathematically secured btw's)

I won't be able to check it, so it's hard to forbid it
Do keep in mind that not every team will be able to resign all their riders with the budget I have in mind.

Does somebody have an Excel version of the Database, will be very useful for the managers when they have to upgrade riders or try to compare other riders stats between those that the manager wants to sign ?

Vaconsoleil have been rejected too many times. Made a really good offer, with heaps of support and options and didn't even lose to a world tour team.
