I don't know, but Grabovskyy has ridden in amateur (?) Israeli races this season... I dunno why, but, that's what I've found. Might explain it. |

Could it be a bit like the old Australian national championships where foreign riders were allowed to compete but the first Australia to cross the line was the winner (or in this case the Australian with the best time)?
