So just to make sure I understand this right, the Transfer Season will be start with a Draft, then the team's will negotiate offers from the budget which is given to each manager, and then there will be Contract Renewals ?

So those you don't renew with get's "transfer listed" and others can bid on them, and if they don't get brought they go into the Draft with the other teamless riders ?

So after progress and decline, you get a budget. Not everyone will be able to resign all their riders and not everyone wants to resign all their riders. You need to resign your riders if you want to use them for trading or selling. I'm thinking of adding a "wait list" that people can use if they don't have the budget to resign a rider immediatly, but need to find budget by selling others first.
Next the transfer period will open. I'm gonna make a 72 hour period where no transfers are allowed so people don't make deals already. Everyone sends in their draft list (with the restrictions mentioned earlier) and you'll get those riders added to your team. So next you can start trading and in the last week everyone on the wait list not signed will become free agent, after which people can bid for those.
That's pretty much how I plan it to be.
