You can of course choose not to upgrade one of your riders. Downgrade is mandatory though 
And that other question I missed, I didn't give Howard his 2nd ACC upgrade as that one was the problem.

But even though that was the math error, if I didn't the the Durbridge STA upgrade it wouldn't be a problem, right?

Yes, but as this was the problem, I went for that one. The file has already been sent to our database expert, so it's kinda final
