Didn't have much time to see the DB, on holiday. Shame to miss out on Quintana but it's definitely for the best for ICL if he doesn't end up with me 
Think I will have to re-think my approach after this season, every free agent round ends up horrible

Great idea! That was missing as orientation for new managers.
I would add in there:
#1.1 Free Agent Bidding
- You cannot pull out of a rider negotiation if you are in a tie break but have to bid at least 80% (?) of your previous bid
#2 Season Planning
- Every rider has to ride at least 20 race days
Both came rather surprising to me as never mentioned anywhere in the rules and could have screwed up my planning massively in my first season.
Maybe also a time table what tasks come at which time like:
Steals
Renewals
Free Agency & Transfers
- R1.1 : FA
- R1.2 : FA Tiebreaker
- R1.3 : Transfers between teams
- R2.1 : FA
- R2.2 : FA Tiebreaker
- R2.3 : Transfers between teams
- R3.1 : FA
- R3.2 : FA Tiebreaker
- Filling up teams with FAs on first come first serve
Season Planning
- Rider Planning
- Deciding on Focus Races
Research
Scouting
Might have forgotten some tasks though ...

Yes they have. Iirc by 600 for WT teams and 500 for CT teams. |

So... I was pretty unaware of the 1000 min total wage for the dev team and have screwed up massively, potentially having 26 riders, 10 of which can do U23 races, with a combined wage of 1035... That means I need 2 more riders for 0 budget... Whoops.

Well it's not like that this limit was never mentioned. 
Still as it is your first transfer season and imo it shouldn't be ruined by that and you only miss out rather closely on the limit. I'll think about a solution. |

It should be fine, you can still work through this issue in the transfers period. One option is to trade out one of your main team riders for a U23 guy with a higher wage than the current guys in the dev team. That would give you more money that you could fill up your team with, but I'm sure there are other ways to do it as well.

Only the Majka bid is still open. According to the rules he'd go to SAP, as that was the highest bid. However apparently Luigi thought, that he can move the deal into the second transfer window. But as the minimum requirements he posted in the thread were met by several bids, that shouldn't be possible. Do you guys think it would be fair to make an exception here for Luigi? Allowing him to agree on one of the bids posted for Majka when he is online the next time, despite that being after the deadline or letting him even do the Majka transfer in the second transfer round. I'm not entirely sure on what to do here as with going by the rules Vegeta will probably be the shittiest WT team in the game ever and that due to a misunderstanding.  |

I can´t say anything to that issue being in the battle for his riders still...but I guess if we give him the chance it should be done today so that this case doesn´t hold up the ICL for too long...

I guess he wanted to sell him in the second round, but misunderstood something and thought that there would be only one round, so he rushed and put him on the transfer market earlier than he wanted due to a first misunderstanding...
