They have 3 better climbers. Better for him to lead at USAPC.
At this point, there's no proof Martin or Talansky will be any better than him in late August. He is the only one Garmin's rider showing top10 GT potential since Dauphine. Maybe one of the two if Hesjedal does well in the next two stages in Poland.
But maybe it is my romantic dream of having all of the Garmin's best climbers being present in the same Grand Tour, all in good form, avoiding crashes and ilnessess throughout the race, that wins over sensible apporach. But I still think he has more to gain on the Vuelta in current form than he risks to lose by his potential absence at USAPC. Horner showed last year that being good in Utah after not riding Giro and TdF earlier this year, is a good sign for Vuelta's potential form.
I'm afraid USAPC is too important race for Garmin to give Danielson a try at the Vuelta, though. If Tom goes to Colorado and proves to be the strongest there, I will never stop regretting why didn't they try a Vuelta. Unless they do a fantastic 1-2 overall with multiple of stage wins on Vuelta with their other riders, of course.

In a time long ago, long forgotten by man. there was a ruler by the name of Mike. he said that: i will only allow small changes otherwise thou ne'd to make a new account.
however he stepped down a long time ago, only the eldest know of his existance but I've no knowledge on the standpoints of the new ruler
Spoiler
long story short: ask Dale, the current super admin
By the way, I feel Tour of Utah pretty much is the optimal race to prepare for the Vuelta. Lot of altitude training, hard climbs and just 2 weeks before the Vuelta. Only negative is it's in the states I guess because of the travel time..
