I agree about that, likes of Pepe and his dirty playing, and others on other teams as well. I guess Barca takes most stick being at the top of footballing world, but some of the dives are pretty ridiculous, over the top.

I'm not so sure because the it's not a problem of contracts or payments, it's about the licences. Ter Stegen licence is still in the German Federation and the move to the Spanish one is what the FIFA is banning.
It's the same with Halilovic transfer. It's sealed but the license is still in Croatia.
Still, Barcelona can still agree on transfers but the players won't be able to be registered as Barça players.
