No. It was used as early as February 2004 at least. 2008 is when a test was finally developed.
And just to make you a little depressed: Those 4 years it took are almost a record for how fast a test was developed for a drug

Poels finally left intensive-care at the hospital. He's still got 3 months of recovery ahead of him, so his season is over. |

I wouldn't be surprised if Voeckler from 2011 onwards are on something. Wasn't there a new drug that was illegal before to take that is now legal in France? I think i heard it from you Aquarius |
