Overall, some strengths and weaknesses. My sense is that we will need to be lucky to get promoted but it's not impossible
Two main strengths- Climbing/Stage Races and Time Trials. In Time Trials though the overall average is good but we do not have the individual great TTers of other years.
Sad fact is Cruz, maybe Sean Downey, is probably still our best TT guy after three years decline. James Oram will be asked to step up this year after a bit of a nothing year last year.
Talansky is the big name, not big name as we wanted, but big enough to be competitive in almost every race he will enter.
Craddock is a good TTer who can compete in the GC rather than a Stage Racer. If we can find the right profiles he can be very good.
Mannion and Bennett will take their leadership opportunities when Talansky or TTs aren't around.
Frame and Dunne are wildcards. Frame will be asked to win Prologues, not just show up.
McKenna "call me Rth" is an option for punchy classics as well as a strong teammate for Talansky

Fun to see Talansky & Nelson back on the same team. Always like a manager that sticks to their plan and focus. Might get you into the promotion conversation, a lot riding on the time trial landscape.

You and I going to be going head to head a lot, both with stage racing focused teams.
Both allergic to the cobbles.
Keough getting lots of competition in the prologues this year, hopefully it will motivate him.

Going to second what the others are pointing out here, you have heavy-duty TTT squad that should clean house on every single TTT stage in CT and can even rival a lot of PCT TTT setups!

Love the regional focus and the continued dedication to your team philosophy. The time trial market was crazy this year, and your set remains as strong as ever.
As you note, a lot will be riding on Talansky and Craddock. Talansky will generally just be a matter of luck, though I like his chances in the current CT field, while Craddock will rely on planning as well. His rider type is very valuable if he does his job in his niche.

Sean McKenna will give the rest of your non-sprinters a heart attack with an acceleration like that! As always the TTT squad is on point and some nice pieces around it like the American climbing quartet could make for a very fun season for you

The Draft update
So, thoughts.....
Overall, it's probably slightly better than any team since my first year despite the many declines.
However definitely missed out on the 80/81 Time Triallers or the really top class Stage Racer or Climber and that is what will hurt us. We will get top 10s, top 5s, maybe Top 3s but I can't see where the race victories which deliver the big points will come from.
A lot of people mentioned Time Trials but I think looking at the average is misleading, I'd much rather 3 79s and 3 75s, than 6 77s (not that I have that!). This will hurt our goals I'm afraid.
I am hoping McKenna will make us competitive in hilly classics in a way we've haven't been before. Sprint-wise if Bennett can win a stage and get around 100 points we will be happy.
I am glad at least I have some youth this year. I don't know whether it is due to the race day changes but going from 1 to 3 is not straight-forward! Healy is a good talent, the others, meh
Ulrich, I haven't given up on cobbles, just taking a year off! With no compulsory races this year it seemed a waste to try and field a token team
Put in some small training with our loose change!
And yes, long live Dan Martin! I actually tried to re-sign him but he wanted €70,000

Don't think those goals are too unrealistic. You've got the division's strongest TTT unit, so Olympia's Tour and Trentino (or Isle of Man, depending on which one you finally picked) look doable. USAPCC will come down to luck anyway, so you might very well do it. And I also see you as a promotion contender, making the Top5 team standings goal pretty realistic, too.
Only one that might be out of reach - depending on the startlist, of course - would be ToA (which btw is 3 goal points and not 2, due to being C1).
I think you picked your goals well, and should be well set for the season
