If not, I'll be happy to take on a U23 team only picking up free riders after everyone else is done - maybe supplemented by 3-4 riders of 23+ to "mentor" the youth
Only for the fun obviously, and the team will disband after the season. Would also be a great motivator for me personally.

Probably not, but I haven't seen anyone else offer it. I have offered if rot 3 seasons in a row I think 
And it wouldn't be a Festina U23 team obviously

Priority at the moment is to see if any new players wants to take one of the last 4 available slots in CT.
But no reason why we can't do what you suggest - single season teams of existing managers to fill races, from rider pool of those not picked up. We can come back to this after transfers, gauging interest.
