That race would be a great addition, since it's only in cdx format as of now.
Why not have a look at Pcmfrance great collection of ready made zcts files with many small villages and cities built up from scratch (no auto stuff)

that covers a whole lot of Luxemburg and is very detailed. What imissing is probably easily added, but I think it is a very good start on this stage race in Luxemburg.
All it takes is a skilled person to fix up the different routes. Not that easy perhaps.
