MTN-Qhebeka have issued a formal complaint to UCI regarding racist slurs directed at one of their riders, Natnael Berhane, currently participating in the Tour of Austria, at the hands of Belarusian CCC Sprandi Poklowice-rider Branislau Samoilau.
Samoilau allegedy said "Get out of the way, you f*** n****".

Well, it's a sad story, but I'm not all too surprised, honestly. Cycling is very much a "european" sport, and as a consqeuence of that, also a predominantly "white" sport. There are very few coloured cyclists in the peloton, and you cannot deny there is an issue with racism in sports in some eastern european countries.
Disclaimer; I'm not saying eastern Europe is alone in having a issue with racism, but there it is a problem.

If it is the case that this happened then a suspension and some sort of anti racism counselling should be what happens. Does anybody know the actual rules and penalties in these circumstances?

This is a fairly good article from last year, referencing the incident between Albasini and Reza.
The writer talks about how, even though there haven't been any major incidents regarding racial abuse yet, the UCI should be "ahead of the game" and introduce a paragraf or wording in their own regulations that takes into account racism.
Cycling is becoming more and more of a global sport and we will only see more and more riders from Africa and Asia in the years to come. Other sporting organisations have taken this into account and added wordings that allow them to take action against racist incidents, for example FIFA.
I don't know if UCI have added anything since the article was written, but they should. Even if it wouldn't have any practical purpose, it would send a message that cycling has a zero-tolerance policy.

So he's been out partying just before the Tour and its stayed in his system just long enough to go positive at the Tour, rookie mistake Luca I wonder if he goes the Gilberto Simoni defence and blame it on a trip to the dentist or lollies from his aunt

It stays in the system long enough that he could of used it before the Tour and go positive in the first week

This could be the case but it depends on when the test was, usually you can still get popped for coke usage 3 days after use with a urine test. So either Luca has been on it in the Netherlands or a day or 2 before the race. Either way he isn't very clever if he is actually positive.
Edit: So he tested positive on stage 4 hmmmm looks like you were right Spilak and he's been out having fun in Utrecht and surrounds
