This limit is related to the actual rider contracts of 291,950 (your second picture).
You can only raise this limit if you raise the contracts of the actual season. The easiest solution is to edit your career and raise the contracts which are running out this season.
You find all contracts in the table called DYN_contract_cyclist. There is a column indicating the year the contract is running out. If you use my editor, activate the option "use team filter", so that you only see the contracts of your team.

No, it isn't. Anyway, you can sign other riders by seniding your offers with the limited wage and then raise up the wage with an editor. Edit cyclist_contract_offers and increase the money you're offering.
