I still have no finished deals/transfers, btw (still waiting for that 24/48h period to pass). So, should i send it empty or wait a day to get like 5-8 riders?

Well if you went over its your own fault as the rules state, and your best rider will be taken away.

When people go over the limit (especially competitiors in the same region) it is incredibly annoying when one wants to plan ahead.
I'm glad this check was made.

As bbl says, it should include all your leading bids and any trades between teams. Doesnt matter that they are not confirmed.
You want to have them confirmed, and then realise you are in trouble, after all

Nope, that's in renewals.
Being above the cap in transfer season results in the loss of one or several of your best riders, at least.
