You don't have to use your salary cap. If you are PCT and start with 3.5 million and spend 2.4 million on salary then you can spend 1.1 million on transfers. 2.5 million would be the cap for salary though.
At least this is my understanding.

With my 12 riders I have left from my team last season it amounts to 874,000 in salaries. So I would take that from my 2.5 million, I have included them in my transfer sheet for now.

What Levi said is true, you have that money over your final wage budget and you can spend them on transfer fees, training and wildcards...

Not the 3 letters, but in my case I used "Lierse - Pizza Ullo" instead of "Lierse SK - Pizza Ullo Cycling Team". Is this acceptable?
Changed my sig, this was getting absurd.

Why complain instead of making a counter offer?
If you're offer is better, he might accept it.
If you're offer isn't better, you wouldn't have gotten him anyways, no matter the time you made it at.
It's all down to your offer. Deals can't be confirmed before tommorow anyways.
