Let him watch a race and say what happens and explain why etc. Make sure you watch digital or watch a recorded race so you can pause and rewind.
I learned all the basics in the Tour of 2010 and 2011. After TdF 2011 I got the "cycling-microbe" and baught PCM which learned me all the rest. After two years of following cycling I know more than my parents who follow it for years.

Had a similar situation last week. Was trying to explain to this one girl about cycling: first thing I mentioned was that road cycling is a team sport. Of course, most of the non-cycling-educated population realises that road cycling is very much a team event.
Also, try to equate cycling to a sport your friend is familiar with. In my case, I equated cycling to [field] hockey by making different comparisons and so on

It's never easy to explain stuff to people that have absolutly no interest in the stuff you're explaining. Bless the poor soul that some day will find the need to explain the rules of tennis to me |

If you can convince them to watch a few highlights packages with you then it is much easier. I pretty much forced my girlfriend into watching some cycling with me in the first place and just gradually explained things as the stage progressed and now she has a decent understanding of at least the basics. Some good things to mention:
What a general classification is.
The fact that there are two winners in most races - stage and overall.
It is a team event, and some basic stuff about tactics like pacing and protecting from wind.
Teams aren't national or based on any particular region. This is also important and quite confusing for people who are used to more traditional sport models.
But if you watch some highlights most of it will become obvious and they can ask questions as they go.
