Yes, Voigt at age of 41 was doing his last Tour and I thought he deserved it for his overall fighting during many Tours. But for the Tour 2013, it seems that Ribblon was more present in breakaway than Voigt and succeeded at one stage. Rui Costa also was a candidate.
Last year C.A Sorensen won the prize but he is danish, not french.
Anyway, I agree this classification is still subjective and not very prestigious against over classifications (general, team, mountain and sprint points).
Voigt won the award on one stage. Riblon attacked on three Alpine stages in a row, despite being overtired after Alpe d'Huez. Not to mention that he was active in the Pyrenees as well. Very well deserved award, imo.

I'm sure they have in the past, I don't know to hand though.
But in these days it's frowned upon by the peloton as it's a sort of unofficial neutralization.

Ion Izaguirre can do everything else, so I'd like to see him win a sprint on the Champs
But yeah I will be giving the stage a miss. Not worth staying up until 3:30-4am for a parade then yet another sprint. I'll just catch the highlights.
