It was the plan as long as Fränk would still be with the team. Might have changed now. But if Andy wants to go to the Vuelta, he will casue Guercilena listens to everyhting he says

Remember he even beat Cancellara in the time trial
Essentially he had an amazing one time performance just when he needed desperately to find a new contract and justify a good salary.
