1998 Tour Retesting
Looking at the leaked list of positive tests and which are positive we can't know who is positive in each stage, there are no names attached.
However, we can know who's positive for stages 6 and 8 as every rider tested was positive on those stages and the stage winner and yellow jersey were always tested.
So.
Jacky Durand, Laurent Desbiens, Mario Cipollini and Stuart O'Grady. EPO positives. None is even remotely surprising. As is normal for the 90s.
EDIT: As for the Boardman discussion, 2 of the 3 samples from the prologue are missing so could not be tested. The 3rd one is positive.
For Boardman's tsecond day in yellow, 3 positives and a visual positive (so if I understand what they mean by visual positive, Boardman has been caught)
Next day, 2 positives and two negatives. If I understand these percentages correctly, not "No EPO in the samples" negative, just "Not enough exogenous EPO to trigger a positive" negative. Stage winner was Svorada and yellow jersey was Erik 'I only took EPO in 1996, honest' Zabel

I doubt it would last more than a 30 second slot in the sport segment on there "news". It would get a run on the ABC and the news limited papers would eat it up as they love cycling doping stories

I forgot to mention that the bunch of retired senators that's conducting the investigations has finally admitted that it wasn't such a smart idea to release the list on the day of the Alpe d'Huez stage and that they could bother waiting a few more days to release it.
Some common sense ? Yes, but that's rather rare, coming from politicians here...

Your interpretation is correct.
And that was in 2004, thresholds for positives have been lowered since then.
