As OPQS manager, I must say, we have no worries about racedays, as we are trying to be involved in samll amount of CT races and there are also some races we don't care at all (on WT level). So yes, we are pretty confident.

I'd say the obvious choice would be to offer a WT-spot to the 16 best ranked teams at the end of the season, but allowing them to decline (as Europcar have done in the past IRL). Potentially with a clause that (at least) the best CT-team will get promoted.
If we are both to cut from 19 to 16 teams and guarentee two promotions it will mean that 5 WT-teams will get relegated, which to me seems a bit over the top...

But CT teams can get 4 more custom riders. Look at Europcar and how the extra custom riders have boosted them upwards in the rankings.
And as pointed out before Europcar starts at a similar level to the weaker WT teams like Euskaltel and Vacansoleil and then gets a huge extra boost.
This then puts those other lower WT teams into an almost impossible situation once MTN, IAM or NetApp get involved as well.
That said i was expecting more relegation than promotion, but only like a 3 down 2 up to reset the WT to 18 teams and open up an extra wildcard space.
Something as key as Relegation/Promotion should be clear from the start, and looking back at the intial rules it's about as vague as it could possibly be... and the rankings will decide about promotion/demotion to and from the World Tour ... is all that i can find on the subject

Well, that's all there is to it, isn't it? Score points in the ranking and you'll be promoted. Do bad in the rankings and you'll get demoted.
It's one of the many things I didn't fully work out at the start because a game needs to keep going or it will die.

Can't see the problem either - even though I risk ending up on the losing end. I assume every manager will be aiming at scoring as many points as possible either way?
If I'm not among the 16 strongest teams I don't mind having to apply for wildcards - of which there will be two more per race if there's only 16 WT-teams.
I would like there to be equal rules for current CT and WT teams in next season in terms of custom riders though so a newly-promoted team can't have more custom riders than current WT-teams as well as opening for the relegated teams to sign more riders should they feel like it.

But i mean numbers of teams up and down. For me and FDJ i'm not going to be more than mid-table at best this season and more likely to be in that lower section. If 2 teams go down then i can be more realistic with my planning (focus on France and related races) but if it's 4-5 teams then i need to scrap that plan (bit late now with Part 1 being finished and Part 2 applications pretty much done) and just go for as many points as possible.
And if i get relegated because CT teams can get more custom riders than me that is incredibly unfair! (if i get relegated because other WT teams do better then i have no complaints) (and ultimately i'm not overly fussed as i want to switch to a different team after the season anyway)
To me there is losing to stronger teams, and then there is losing to teams with an artificial strength advantage that i cannot get access to

Yeah, down to 16 actually seems good to me, though i shouldn't really be in danger either way. (Unless i really fuck things up. )
Then again, even if, we'd probably get wildcards for pretty much any uphill race we could want, then scrap our cobbles department, massively boost our climbing/hilling, improve our sprinters, and we'd be back on top soon enough.

Right, small changes to the ranking. Everyone under 0 was set back to 0. Astana and Katusha had their punishments very slightly reduced. The only team to lose a place because of this is Orica GreenEdge. But we all know it was their own fault for not sending Goss to Milan-San Remo
