ROUND 2
Round 2 is now open. Your current budget is what you had, minus what you spent in the first round. TMM, being the only one over budget, at 3685 of 2000 used, needs to sell his riders back to others. Here is an example of how this will work.
Team A wants TMM's Rider A.
Team A pays 100 for Rider A.
Assuming TMM accepts, the rider goes to Team A, for a budget of 100, and TMM gets rid of the rider without penalty.
If you want to get rid of a rider, you take a 50 "money" penalty for each riders you are getting rid of.
BUYOUTS
Here is an example buyout.
Team A wants Rider A from Team B.
Team A offers me via PM 100 "money".
If Rider A is "thinks the offer is good enough"(I have an algorithm), he will leave Team B, and join Team A for whatever his current salary is. The 100 "money" is sent to nobody, and "goes to the rider".

I also want to point out that only one team bid on Cella, the World RR champion in Round 1.
Also, someone actually bid higher than TMM on one of his riders, and also, someone payed 950 for a rider, when even TMM didn't pay that much for any of his.

Algorithm is based on wage. After some good pointers by PM, it was tweaked so that those team with huge budgets (e.g Sporza) can't take all of the leaders in one swipe.
Well, yes, you wouldn't be paying that contract. The new team pays the contract, plus a permanent loss for the buyout fee.

SP + ACC is very good around 79 if i remember correctly
HL is very good around 75 if i remember correctly
