If it same colour background u mark the area u want to copy and use cut and paste. If its different colour in background u must create a New one and Paint in right colour before u resize. u measure up the exsact size and past it in on the exsiting one so u see it a Complete copy and cut and paste into the New jersey. If i understood Your question right.

Have to se what it is. I will explain to u what it is with making old jerseys. If it is a difficult pattern it cost many hours to make it, and maybe just one person use it. When i make New jerseys several hundred or thousand People might use it. Thats why i cant use many hours to make a classic jersey. And its often very difficult to find good Commercials since Company often not exsist anymore. Sometimes i have to create Commercial myself and use hours just to create one tiny Commercial. This is how it can be to create a old jersey. So if Your jersey is not to complicated and i can both read and find the Commercials i do it. Hope this does it easier to understand.

No problem, I understand how creating old jerseys is hard and long. And 'm surprised there is no thread that gathers all the old jerseys. I intend to create one with all those whom I have collected. But there are from different versions of PCM, so in which section shall I create it ?
So, from what you say, we can forget the Puch-Eorotex of 1981. But what about
- the Capri-Sonne 1982 ?
- and the Hoonved-Bottecchia 1982 ?

All of those jerseys are easy to make, also the Puch-eorotex. So thats not the problem. I Google those logos and the problem is The fruit logo on Capri-sonne and Picture of the rare of jersey.
Hoonved-Botteccia, what is the logo high on right chest and selle royal logo from 1982. Picture of the rare of jersey.
Puch-Eorotex, give me those logos and i make the jersey. If u can find what im asking i make them. Picture of the rare is not that importent, because i always find some pic so i got a idea how it looks. But logos are important, its not fun to create a jersey With wrong logos or missing logos.

So, for the Punch-Eurotex of 1982,it's easy ton find the logo Puch isolated :
but not the Eorotex. So I took the biggest picture possible of a cyclist of this team:
But a variant is acceptable, the Puch-Wolber of 1981 (even simpler to realize), here is the Wolber logo :
For Capri-Sonne, I didn't find a vintage logo or an old package which contains the orange. So here are good quality pictures of the jersey (it seems that the orange was missing in some races) :
For Hoonved-Bottecchia, the 1981 variant doesn't contains anything on right chest. It seems the 1982 jersey has a "Vittoria" logo but I don't find appropriate template of this era. For Selle Royal, I propose this one :
wich looks like the most at we can see on old Mario Beccia pictures (for examples).

As far as i know such tool does not exist, they use People who are good With graphic programs. I think Krisa is one of those who make jerseys for Cyanide. Dont worry it want take long time before i start. But i live a life outside pcm to.

Here is Your Capri-Sonne jersey 1982. Jersey itself is easy to make, its the logos that cost a little time. As u will see all logos are created as they was in 1982 and even the fruit logo is correct!  And i found a Picture of the rare to, so that is also correct.
As u use pcm 2013 i made it also With plis for u. Orginal jersey is pcm 2017
