Well it's still not 100% sure as this confirms :
''“The plan is to do it,” the Sky rider told Cyclingnews, “but I just have to finish up here [on the Tour] first and get through the Olympics unscathed and still on track and then we can see about the Vuelta. I’d like to do it.”
It's really how he recovers from Tour and Olympics that matter. No point him going there if he's not in 100% shape again.

In other news, Stage 1 Vuelta TTT time gaps won't count for the GC.
''This sixteen-kilometre stage, which will not affect the overall classification, gives the teams the opportunity to present themselves to the general public and their fans. The last few kilometres are highly technical and will demand the full focus of all the riders.''

What clown brought that TTT idea? They have team presentation for that and i think some teams prepared riders calendar according to that TTT, ot was it known earlier?
