I get the feeling that Cobo may end up with a Pro Continental team this year. Most of the World Tour teams are finalised.
So I'm going to propose a real outside tip - He will join the new Columbian team.

Hmm, Vacansoleil got one spot left he would maybe join them... My first thought was Astana, but they've already began their first training camp, so i don't think that's such a opportunity.
If neither of them wants him, he'll of course join Christina Watches

Leaves two options between UnitedHealthcare and Team Type 1. Also Vuelta organizer said Cobo's team would get wildcard, no matter what nationality, name etc.

I guess that the sole chance of riding the Vuelta, which would otherwise be impossible to teams such as those two, is enough for them to wet themselves, but I guess they'd need to find another sponsor anyway, I doubt the Geox crew would ride for peanuts.
