That is the default stage that it substitutes when it can't find the stage it is looking for. If it is happening on all races maybe you accidentally moved or renamed your stages directory.

Mine is:

Program Files (x86)\Steam\SteamApps\common\Pro Cycling Manager 2017\CM_Stages

It isn't endless. It goes up until May and the wheels are ready to debut around TDF time (tested and rider input etc.) Unless of course they fixed it. But looking at your pic it is only march in your season.

Problem/Bug: Stateless rider
Explaination of the Problem/Bug: Few riders in career mode after some season are arising with no nationality, but in research mode they look like grouped in logical way by name (I mean they seems to be of same nationality)(attached some examples)
Reproducibility: randomly (let say 0,1% of new riders)
