Got him. 
Antonio Barbio, best Portugese junior in the WC 2011.
I first google for Belalgas and found the homepage of their junior team. I checked their riders but found nothing but football players with the same names.
Then i checked the Portugese riders in the junior WCs and found him.

The Belalgas sticker was the clue. Once i found out he was a junior on that pic it wasn´t too hard. Just copy+paste of names into google.

Open-mouth, massive and riding style. He looks so like Stannard. Even if it's not him.

- is too big
- has other sunglasses than Bellis had in that race
- has not enough hair to be Bellis.
